Newport Beach declared a local emergency Friday after surf from Tropical Storm Rachel pushed seawater through the sand berms at the Wedge and into Balboa Peninsula streets. City crews are rebuilding berms, pumping and opening tide valves, with Sunday morning’s bigger tide expected to hit hardest.
